I'd honestly be willing to support this proposal, but it puts the cart 
before
the horse: OpenNIC needs to get a Certificate Authority established or 
at
least accept the support of one, even if it is in an unofficial 
capacity, before
such a top level domain would have immediate utility and appeal.
