It seems that that's not the way Bind works. The TLD zone is more
authorative of NS records than the root zone, so the TLD overrides the
root. From what I can see in this thread, anyway.

So the T2 will cache the invalid records from the zone and use them
for all future lookups, till TTL expires, rather than checking the
root hints file.
