It would probably make sense to have a discussion where we could
determine 'recommended' baseline values for zones. The final numbers of
course would be up to the TLD admins, but we could at least have a wiki
page with a recommendation for setting up new TLDs.

I also think its a good idea to have a cron job that restarts your
nameserver at least once a day. I restart mine every 8 hours just in
case there are problems.
