I think there is/was a recommendation somewhere but I can not tell you
where. I added it to the list as I have seen problems with
missconfigured systems when it was missing. This applies mostly to >=
second level. I consider it somewhere between warning and error so it
got into the error cat.
You should be abled to safely ignore it for TLDs.
