It seems to work... I had a single IP hitting me yesterday and completely saturating my connection, however due to the rate-limiting my dns servers were only getting queries at a rate of about 30kbps. Even if we can't stop the incoming traffic, we can try to prevent our servers from becoming part of an attack.
