Any time I see one or two specific IP's slamming me, I'll just block them outright. I figure if a single address is pulling enough bandwidth to get my attention, they're either up to no good, or they need to be using their own bandwidth for their purposes. That's why part of the checks in ddos.pl include watching for anyone using up a considerable percentage of the queries coming in, and blocks based on that.
