Dear Tim,

as 1:9.16.44-1~deb11u1 was released on 21 Sep 2023, it seems unlikely to me that there is still such a severe bug in this version.
My guess is that another process is evil and named is only the victim.
Try to limit bind's memory usage with the "recursive-clients" or "max-cache-size" config options to ensure, bind9 is not the culprit.

I was running the dev version 9.19.18 and could only downgrade to 9.18.20 due to required tls feature on my instance,
but i didn't  experience such issues yet.
