why dont setup a tier2 on each location?

Dear all,


i have some /24 and /23 IPv4 address space and some IPV6 address space
available on our NOCs in LU and DE (Nuremberg) including some med size /
larger running DNS machines could even act as public OpenNIC Tier 2 and would
spend capacities for one (or two on different subnets/geolocations) Tier 1
(if there is still any interest from the project?) on a 100 Mbit/s uplink
(shared with some other apps on other machines on the same port).

I still found a howto about setting up a Tier 2 but did not find anyone for a
Tier 1. Has anyone some details or can point me?
