ah, but you are missing the beauty of this plan, I happen to know a lot of activists, you may have heard of that new fad, occupy ?
well they have a burning need for things like net neutrality believe it or not, and the air of mystery that activism still has. So what we have is a large group of people, doing things like flyering, who wouldn't mind flyering with instructions to use opennic to access activist resources. so its not just a whim thing, people will actually be motivated to do it, or seek help from someone else to do it for them.

If the page to sign up for the free wifi, also has a link to sign up for free hosting, including free domain on opennic TLD, I don't think that will be hard to get people to do. and it can be made the "cool" thing to do as well. I do not think it is farfetched to turn opennic into a fad, I can EASILY sell it as pro net-neutrality / anti-globalization, which are hot topics currently.

Probably not from other websites, but what about the website of him to
pay or the first website they can visit and login.
