for me, personally, "closed" versus "open" is a matter of, am i allowed 
to participate in the operation and creation of whatever is open or closed.

in this sense, a commercial franchise, publically-traded and with a 
training and internship program, would be a lot closer to "open" than a 
propietary family-owned government-protected monopoly with a hostile 
attitude toward anyone who wanted to be a part of it.

to me, "open" means open doors.
