for me, personally, "closed" versus "open" is a matter of, am i allowed to participate in the operation and creation of whatever is open or closed.

in this sense, a commercial franchise, publically-traded and with a training and internship program, would be a lot closer to "open" than a propietary family-owned government-protected monopoly with a hostile attitude toward anyone who wanted to be a part of it.

to me, "open" means open doors.

I think the idea has been mis-understood. This is not going to make
OpenNIC closed at all. Otherwise we'd changeo ur name to ClosedNIC.

This is about being a good netcitizen and to control the use of our T2s
as a tool for large scale DDoS attacks.

Merely requiring via some way for a person to register the IP they will
be coming from does not make our systems closed... It'll still be open
for anyone.

Am I missing something, as I am hearing this "closed" word quite a bit,
but that is not the goal of the idea we're discussing.
