Hi Alejandro.  I think Peter explained the system.  I don't recall the
.ibu TLD going up for a vote, therefore it won't be included in the
zone file.  Individual T2 operators certainly have the option to
resolve your TLD; they are independent of OpenNIC (insofar as they are
required to resolve the entire OpenNIC zone). I see nothing wrong with
your request, so long as you didn't have any expectations of seeing
.ibu included in the OpenNIC root zone without a proper vote of
the membership.
