Hi all,

In light of recent events surrounding new TLD proposals, I took a swing at updating the new TLD proposal wiki page. Please check them out, edit as you see fit. It's a wiki, so if you really hate my edits, feel free to revert.

I tried to break down the proposal process into three distinct phases with suggested effort/time spent on each phase (IMHO planning should be majority of time), and included both absolute minimum requirements, as well as "good advice" based on experience.
