It’s an alt-ccTLD for Australia, and it was created many years ago. We generally don’t create any alt-ccTLDs anymore (although that isn’t necessarily a hard and fast rule), it’s simply been grandfathered in.

ccTLD stands for Country Code TLD, meaning a nation-state has to request them. Try changing your TLD to something with more than two characters and resubmitting.
