In 2017 I propose to create ".rus" (http://subnets.ru/rus/www/).
But on voting not all opennic members support idea of creation countries TLDs.
I don`t think that now they will support your proposal.

You discuss enforcing "minimal hard limits" regarding unacceptable free
speech and to me, it just appears that the operations would be just as
vague as any other.  Specifically regarding illegal activity or
intellectual property, what legal jurisdiction would be applied?
 Something illegal in the US may not be illegal in China or Russia and
intellectual property is yet another vague legal realm.

Those are just some quick thoughts and comments on the proposal.
