Also, I see no need to avoid 'collision', let me show you:
 
If someone wanted .devs
ICANN would say, no .dev exists
 
If someone wanted .apps
ICANN would say, no .app exists
 
They are too similar meaning I see no chance of a successful .code proposition on the wider ICANN internet, I maybe do see in 3-4 years a proposition for it, but it's too similar as by ICANN's measures.

And yes, I must say that .dev HSTS is annoying, Personally I would never get anything like that, It would be incredibly annoying securing every subdomain [or costly]
