The server seems to get an unusual amount of spidering performed on it.
Apache gets swamped, and when I look at the server, there are 50-100
instances of apache attempting to process. Julian has added
restrictions to apache for the number of users served, and I take a look
occasionally to see if I can spot some unusual traffic that needs to be
filtered, but so far we have not been able to pinpoint any specific
problem to fix.

Yes, it is annoying that it is freezing up so frequently, however
without the notices the server may go a day or two before someone
mentions that it is not responding. With the notices in place, we are
generally able to get it back online fairly quickly, and have a better
chance of monitoring the logs while an issue is in progress.
