As these notices are only relevant to people that can fix the problem (i.e.
have authority and access to the server in question), would it not be
better to only have these notices sent to those people?
There's no point in notifying people that can't do anything about it except
notify those that can, which is what the notices do anyway!

Yes, it is annoying that it is freezing up so frequently, however
without the notices the server may go a day or two before someone
mentions that it is not responding. With the notices in place, we are
generally able to get it back online fairly quickly, and have a better
chance of monitoring the logs while an issue is in progress.
