We now have server location fields on the wiki page for Tier-2 servers. 
If you visit http://wiki.opennicproject.org/Tier2 and click to modify
your server(s), you will see towards the bottom new fields for entering
the latitude and longitude for the location of your public server.

If you are uncertain as to the coordinates, there is a link provided on
the wiki page which will allow you to pinpoint your location.  At the
top of the page is an address field where you can enter your city and
country.  Alternatively you can zoom in on the map, then
single-left-click your point on the map.  Below the map, to the left,
you are given the latitude and longitude.  Please use the decimal values
from here to update your server on the wiki page.

There is no set policy for where you define your server location.  You
could mark the coordinates of your own house, however I would recommend
instead that everyone mark the location of their ISP or hosting
provider.  With IPv6 entries, you can either mark the location of your
provider, or the location of your IPv6 tunnel host.

The goal behind this project is to provide more accurate location
information for each server.  This is useful for locating the nearest
geographical server(s) to a user's location, or providing useful mapping
like the project at http://opennic.oss/osm/
We have found that by using geoIP to map out servers, many are pinned to
the wrong locations (sometimes to the wrong country).  And there is no
way to map out IPv6 locations since many people are using tunnels.  By
manually entering the correct location of your server(s), you help
increase the usefulness of any mapping projects for OpenNic.
