I always wonder that myself.  In the case of ns17.tx.us and ns18.tx.us, they were abandoned within a week of being set up.  I'm sure in other cases, people just lose interest, and don't have the courtesy of letting others know they are taking their servers offline.  I also know that some of the servers are not being maintained due to time constraints, but the admin plans on getting them back in service again at a future date.
