The fundamental problem here is that you are getting blamed and paying
the cost for something over which you have no control. As the end
point, there is little you can do other than shut down and wait it out.
The ISP can do a lot.

Why doesn't the ISP have ddos-mitigation equipment? Why doesn't their
upstream ISP have this equipment? It's not like ddos is some new
attack. It's been around for 20+ years now.
