I guess it is down to context. I know several people who I consider
the joe avarage user; facebook, webmail, youtube and occasional gaming
who would not know the first thing, nor care about, HTML/CSS.

Not necessarily lied, but we do need to persuade more ISPs to use OpenNIC.
