...sorry for be off-topic - i'm on the phone and just remembered the 
questions regarding the OSM map this "morning".

Im not shure if i did understand the question right here or what do you mean 
with tooltips so far or want to do with.

There are many different ways to realize things like pop-ups or tooltips in 
OSM / OpenLayers maps and several ready to use libs out for that.

A very simple example could be found i.e. here with code:
