I'm a couple weeks late to this thread, but no, recursive lookups
are NOT enabled for ICANN domains. The test page shows you the dig
commands that failed... Running those commands from your own server
tells you nothing because most servers will provide answers for your
own network, while blocking the same queries from outside sources
(which is the proper way a default configuration should work). This
is one of the reasons the test page was established - to give you
access to an outside source and see how your servers responds to
