So far as complete circumvention goes, that process is manual. But detecting the seizures is all automatic.
So the process is entirely manual today, right?
It doesn't require them to opt-in per se, but it sure helps.
If we don't get cooperation, we have to work out the dns records the best we can. If we could do so, I am convinced we should host seized domains.
Ultimately, if we could detect seized domains or retrieve an updated list somewhere, then retrieve the original DNS entries, and host all of them, that would give OpenNIC a lot of credit as an alternative root, and fight this seizure practice.

Mine was simply that the corporate powers that be are flexing their
muscles again and in new territory.
I see in the comments of that article that OpenNIC is mentioned and
the points about being underground are interesting on at least a
couple of levels.
