Thanks again for responding. To take you one step further into the topology here, there is a router/firewall cluster in front of the DNS server, which is also a dns server itself, forwarding queries to the machine we're discussing. The firewall does prefer the server in question, however it also fails over to other alternate servers found on the Tier 2 list during such times the preferred server is not available. Thus, I am confident that there is enough redundancy assembled to set any questions about "server uptime" aside. If I may bring you back to the issue at hand, outage for the 74.212.172.171 address has been caused by an issue at the physical layer.
i will attempt to register another server on the wiki, and for anyone else reading this, hopefully this will give you at least one reason more to use one of my IPs.

I also have two separate IP addresses available to my servers, from two different ISPs, however I have chosen not to list my second IP specifically to avoid this kind of confusion. You could of course list the alternate IP in the notes for your T2 server on the wiki page, and allow those who are looking a chance to use the alternate, but by including both addresses under the same server listing, you make it obvious that both addresses point to the same location and avoid the chance of someone mistaking it for multiple machines.
Sorry, its late here, and I think I'm rambling. I hope that makes sense, but if not, I'll try to explain better tomorrow.

Being that this is currently the only server for OpenNIC dns services I operate, and users normally use at least 2 dns servers for standard lookup procedures, I assume no one electing to use my server has even noticed. Because bigger is usually better when discussing DNS, I can only perceive this as a benefit to the community.
Thank you for explaining how the new automated tier 2 list works, I was already aware. Assuming you included that information for the same reason I suggested listing the redundant ip address of the server, I ask that you please reconsider your decision for including the 208.125.2.59 address in your published list of Tier2 severs available.
