Generally that's how things happen here. There is an outline of the process in multiple locations on the website and wiki.

Once you get the proposal stage you need to know what you're proposing. It's too late for multiple choice. You're free to ask for debate on parts of your intended future proposal before then. Once you put it on the table you shouldn't be asking questions anymore, other people should be asking you. That discussion period is for voters to ask questions about what they're getting, not for candidates to put the final touches on their election campaign. If changes are made at that point, fine- I'm not saying the proposal has to remain as-proposed, I'm saying it needs to be complete when proposed.

People need to think before they propose things. They also need to ask questions about the existing proposal before immediately making suggestions on how to change it. Ask to be part of the team if you think you can help make the changes you want. Then you and the other members of the team can internally deal with the minuta. It doesn't always belong in the opening proposal.
