My proposal was intended to address that. Whoops. Well the four bullets I had are the intended valid format:
Abstract, briefly explain the proposal
Necessity, identify the problem
Effective, show how you propose solving it and what the outcome will be
Proportionate, list any new problems that will be created if this proposal is executed

It should be fairly universal for proposals we'll get. How's that for A?

I think the community can and should decide on B as-needed, as well as D, the way we're organized right now. Comments

 I don't know what you mean by C.
