Do you mean 106.186.17.181? I have been having occasional problems with it 
myself, currently I have a locally-installed dnsmasq set to use a gigantic 
"resolv.conf.opennic", and I've been occasionally been having to comment 
106.186.17.181 out and change dnsmasq.conf to "strict-order" mode.

106.186.17.181 is a really great server and has always been really fast, plus 
it's a no-logging server. I'd hate to see it go away.
