The best option available is checking at
https://api.opennicproject.org/geoip/ There are a variety of URL parameters that can give you more customized lists. Look for that information here: https://api.opennicproject.org/geoip/?help You'll note that without any parameters, you are given a list that includes a calculated reliability of the server. However as you noted, none of these servers have any guarantee. If you are setting up a local community, you might consider setting up your own private tier-2 server (http://wiki.opennicproject.org/Tier2ServerConfig) and using that as your primary nameserver, so that you have direct control over the server reliability.
