(Disclaimer: personal thoughts here)

...so I am working for an ISP and we had a discussion about opennicproject a few months ago.

The major issue/problem is the legal issues and the adaptation of DNS blacklisting that government organizations are applying to ISPs (gambling sites at the moment and they are also looking into torrents and porn sites).

I strongly believe (I am using opennicproject for a couple years now) that the community and ideas of this project are served best by the community for the community and not via a "controlled/regulated" DNS server that an ISP can provide.
