If you want to blacklist domains and control whatever domains are allowed to 
exist, feel free to make an alternative root that is controlled by a large 
company deciding what's good and what's not good for you. Oh, that exists 
already? What? It's called ICANN? Oh, sorry then.

But seriously now, we had a similar discussion already on the ML (search for 
spamhaus on the ML).

If you can't deal with the abuse messages that such a Tier 2 server 
generates, you should consider making your Tier 2 whitelist-only:
