I also like the idea of only bringing fully-functional TLDs to the table, just as a show of someone's ability to actually set up and maintain such a system.  My only caveat is that I wouldn't necessarily require an active user base.  To me, the technical merits of a server are the key consideration, but gaining a user base requires a bit of marketing skill that many people probably don't have.

As the person who generally places new TLDs into our root zone, I have been asked on more than one occasion if I could add a new TLD just so someone can develop their registrar software -- because apparently they didn't know how to add a TLD locally?  OK it happens, there are people here with all levels of knowledge.  Some learn from their mistakes, and some just go away.  I'm fine with either result.  I have always viewed opennic as a playground for everyone to learn more about how DNS works, and if you're willing to stick with it then there are a lot of people here willing to help you learn.  However you cannot just jump in and say "I wanna new TLD" without some rudimentary knowledge of how DNS works, and over the years I've seen a number of people insulted that opennic wouldn't approve their particular idea despite a number of people pointing out that they clearly had no idea how DNS or opennic works.  I especially love the ones who think they're going to open a new TLD, charge for domain registration, and make a ton of money world-wide.

So yeah, having someone bring a *working* TLD to the table for vote has a lot of merit and shows that they know enough about DNS to realize they don't need a whole infrastructure behind them to make it happen.
