The first two clauses are not specific enough. The third clause is hard
to enforce, and allegations should be known as long as they're not acted
on without evidence. Clause 4 bans ALL comments on proposals or votes
that match a certain hard-to-define criteria. I don't believe this is
how an open democracy should work.

I vote no to this proposal in its current form.
