They have no effect, the proposal clearly states that only "yea" and "nay"
votes are counted towards the result. Again, you cannot give the President a
third term by combining multiple differing invalid votes. But even stilll, if
multiple people vote "potato salad" to the point that it outweighs then the
proposal, the proposal does not pass - it's the same thing as "nay"
