Hello!

No, Tier 1 servers are reserved for TLD operators. I’m not sure what you mean
by “missing”, all active TLDs currently have their own corresponding Tier 1
server in operation. Note that ns11, ns9, and ns3 are not visible to logged
out users because they are in maintenance. Also, not every number is in use,
because some are retired. For example, ns1 and ns7 no longer exist but will
not be replaced by another community member.
