I'll be honest, I don't really understand the question. To me it seems like
you're asking if openNIC should allow operators who run a T1 server the
ability to register domains with TLDs they don't control or at least have a
central backup system that could be switched on if someone abandons the
project. If that's correct, I think it's interesting but what's stopping
someone from doing that now?
I "run" a tier 1 server that's private and from my understanding it has
copies of every registered domain and the IP on it, it just doesn't have the
correlating user... Oh I think I answered my own question. But how would that
work though?

reason I have so many under my control is because every one of them were
abandoned or turned over to me. So yeah, this has happened quite a lot
over the years, and obviously it's still happening.
