Maybe a Tld should have something akin to a mission statement & continuity
plan, or at least a statement that it is just a hobby tld and therefore is
subject to removal at anytime if the admin/tier 1 server are unresponsive
after X days?
Reason I'd say it that way is I don't feel like this should be a one size
fits all policy, as we already have different policies (or at least targeted
audiences) for specific tlds.

Oh I should also mention... I have never started a new TLD myself. The
reason I have so many under my control is because every one of them were
abandoned or turned over to me. So yeah, this has happened quite a lot
over the years, and obviously it's still happening.
