Other than managing TLDs, I think the only reason we had other T1 
servers was to provide more localized connections for the T2 servers.  I 
think for now, let's try to fix the current issue of LDAP ghost entries 
and deletions, then we can take a closer look at the distribution of T2 
and T1 servers?
