I totally agree with this. Since people ignore clear warnings, they should not appear on the nearest servers at all, only on the T2 list.

Additionally, private servers using whitelisting should be at the bottom of said list in a separate section.

Not only that - whitelisting servers should be (at least for the moment) considered private. They also shouldn't be listed in the "nearest server" list, since they are not publicly open. Or there should be a clear warning with a link on how-to whitelist an IP address.
