No, BIND weighs each entry in the masters list equally. Entries are not taken in any particular order, so either source would be expected to be just as valid.

ns0 would only be queried in case of a failure to reach nsX, I believe. At
least I think that's the way BIND behaves, it may be configurable and/or vary
across nameservers.
