1) NS4 is not in the root zone. The command you entered brings up the server for the opennic.glue zone, which NS4 *does* carry. I think the command you wanted was this: "dig NS . @ns0.opennic.glue"

2) The recursive option is up to the administrator of each server. NS4 is a peering server, and their group may use that server in different ways than OpenNic does.
