What is tedious about it? Or is it just that it's a lot of

It's built for high volume, automated registry use. It's more then just
a web front end to a database. Though there is nothing wrong with that
of course. Just extend the Poweradmin frontend to PowerDNS with self
service capabilities if you want quick/dirty.

I'd look at extending/tweaking an existing system in my opinion.
