I would prefer that ALL domains are included. BUT you can opt-out of
most information (name and email mainly) but it SHOULD still include
that it is registered, and perhaps when.

I agree. Currently, my whois server reports:
Domain Name:
Registration Date:
Date last modified: (good for troubleshooting)
Domain Status: (reserved for future use, just shows "Active" for now)
Registrant's Name:
Registrant's Email: (this is important for all kinds of reasons, also allows for SSL providers who accept OpenNIC TLDs)
Nameserver 1:
Nameserver 2:
Registrar URL:
plus accompanying message.

I think the above is pretty good for a minimal but functional approach.
