Umm, that's not accurate at all. We have no legally binding existence at all, to be honest… and our "membership system" is actually so open that it could easily be abused by someone with a bunch of email accounts.

  Do you mean "root server" as the ICANN system has? As we do not need
  any due to the way the system is set up. The best way to support
  OpenNIC would be to run a tier-2 server. The main thing required for a
  T2 is to not have any bandwidth usage caps. While you can still run
  one with a cap, there's a good chance that if your server gets
  attacked by a DDoS attack, your bandwidth cap would be used up very
  quickly.
