After having stress tested Gallium, and without finding a decent fork that has fixed the problems associated with it (such as ease for spammers)... I have decided to have a new system built.
I have found some Ruby gems that should speed up the process and already have two of us working on it. Unfortunately both of us are very novice with Rails and was hoping to find some help from OpenNIC. You don't need design skills, I already have that down.
The project will be released under GPL, and will be advertised as a quick and secure way to get new TLDs going without the hassles of Gallium. Since the project will make no money, I don't have much to spend... but would gladly buy any dev who works on the project a beer or two for their help.
