Here is a new minor revision of the OpenNIC Wizard / Windows(tm) installer:

There are not too many changes since the 0.3RC2 release, however, I just
finished putting together a brand new Windows(tm) build environment, so
I would like to gain some confidence that the build is good, and the
installation experience is sufficiently pleasant across most Windows(tm)
platforms.

Of course raising any issue is always welcome:
