OpenNIC proposals shall not contain, in full or in part, language which:

* Praises an OpenNIC member on basis of their character or actions,
* Condemns an OpenNIC member on basis of their character or actions,
* Makes allegations of unethical or illegal activity by an OpenNIC member,
unless confirmed by a court of law, and/or
* Criticizes or comments on a proposal or vote, past or present, whether
passed or failed, in which an OpenNIC member is criticized on basis of their
character or actions.

The proposal shall take effect immediately after passing.

These rules are only applicable to proposals put up for vote, not to mailing
list or IRC discussion.

This is a slightly revised version of "No troll/attack votes" which will be
introduced for voting on 8/9, after further discussion on this thread. It is
a simple yea/nay vote.

Based on concerns on the other thread, here are examples of what would and
wouldn't be allowed under the proposal:

NOT ALLOWED: In support of Daniel Q.'s support for keeping OpenNIC
decentralized and democratic, I introduce the following proposal regarding
new nameservers...
NOT ALLOWED: Due to Daniel Q. being a dick to Jonah and others last month on
the mailing list, I introduce the following proposal regarding new
nameservers...
ALLOWED: Regarding new nameservers, ...

NOT ALLOWED: Due to Joe Blow obviously being a junkie with all the stuff for
sale on OpenNIC .bong sites, I propose OpenNIC unpeer from his dotBONG TLD.
ALLOWED: Given Joe Blow's recent conviction for heroin possession, I propose
we unpeer from his dotBONG TLD.
ALLOWED: OpenNIC shall unpeer from dotBONG TLD.

It's just a lot more professional to not have opinions in our proposals. Even
if (not covered by this proposal, as he's not an OpenNIC member) someone
added their opinion about "Donald Trump's support for the ultimate Internet
spy bill" to a proposal, it would not be very professional, and people who
support Donald Trump or the Latest Anti-Terror Act of 2018 might get angry.
Also, when you start accusing OpenNIC members of unethical or illegal
behavior, you start treading into dangerous territory. Proposals should not
contain opinions or allegations, plain and simple.
