From my memory this TLD has not been online for a while, I tried to visit the 
register.neo site a couple of times when I first looked at this project and I 
don't believe it worked even back then.

If there is really no way to contact the maintainer I think it should be 
removed. New users will try and visit it from the opennic.org website and 
will be confused or think the opennic project is dying.
