Additionally, i have added another dedicated tier2 server which is ready for your approval review but i believe i submitted it twice (see ns3 and ns4 .nc.us.dns.opennic.glue)

Apparently a large number of server operators are continuing to ignore 
the shutdown of the old tier-0 servers.  Currently only half of the 
tier-1 servers are functional, and about 1/4 of the tier-2 servers are 
also failing.
