Peter: There is a "ProtoCharter" in the post to the discussion list
you dont like.
I dont like burocracy. It only is needed in very few conflicting
situations, but in this case is not needed.
If you run a dns server and you want, you can recursing .ibu domains
adding two lines to your db.root as explained.
If you dont want it, dont do it.
This is all our .ibu tld burocracy...

(In fact i will not spend a lot of text to explain it, because i did
it on november 2013...)
If you run a dns server and you want to slave or recurse .ibu zone,
you are welcome.
Thats all.
(Note: Im not saying anything else if you dont want to do it, because
of course it dont matters to me...)
